An EB-5 Regional Center (RC) is an organization designated by the United States Citizenship and Immigration Services (USCIS) that sponsors capital investment projects for investment by EB-5 investors. The major advantage of being a USCIS-designated regional center is the ability to benefit from indirect job creation. Regional centers help EB-5 investors and project developers because they lessen the difficulty of meeting qualifying job creation requirements under the EB-5 program rules.
Regional centers apply for designation by USCIS on Form I-924. The USCIS will designate the RC develop capital investment projects in a specific geographic area and specific industries.
TEAs are designated areas with high unemployment rates, rural areas, or an infrastructure project. Investing in projects located in TEAs allows EB-5 investors to benefit from a reduced minimum investment requirement.
After maintaining the investment and meeting job creation requirements, EB-5 investors can apply to remove the conditions on their residency, obtaining permanent green cards for themselves and their family members.

Managing Director
David Fuller is a Managing Director of Hawaii Islands Regional Center. In that capacity, he originates, underwrites, and raises funds for new commercial real estate projects in the Hawaiian Islands.
He also serves as a Senior Vice President at CBRE Hotels in their Advisory practice. Fuller advises developers and lenders on hotel projects of all sizes throughout the U.S. Before joining CBRE and establishing the regional center, he held various managerial roles in commercial real estate companies, working both as a deal originator and consultant.
David graduated from the Cornell University School of Hotel Administration and holds an MAI designation from the Appraisal Institute.
Director of Eb5 Financing at HomeFed Corporation
Trevor Anderson, who has been with HomeFed Corporation since 2014, is the director of EB-5 financing. Anderson spent his early years at HomeFed constructing and managing the company’s financial models.
Currently, he plays an integral role in HomeFed’s EB-5 offerings and spends much of his time managing the company’s foreign investment related marketing and compliance efforts. In addition to those responsibilities, he helps manage the company’s multifamily residential development projects. Anderson earned a bachelor’s degree in economics from Brigham Young University.
Owner, Chief Executive Officer
Ali Jahangiri grew up in Southern California where he attended UC Irvine and Loyola Law School. After graduating law school, he served as a securities attorney at Stradling Yocca Carlson & Rauth where he practiced for two years.
Jahangiri then left the practice of law and decided to build online communities in the fields of health care and law, which provided access to information online; these information online communities were later acquired in 2009 and 2011 respectively.
In 2012, Jahangiri launched Eb5investors using a similar community concept and a conference series which predominately connects business to business. A few years later, Jahangiri launched Uglobal Immigration Magazine which provides similar services in the global immigration industry. As a result of these investment immigration media businesses, Jahangiri has serviced an extensive list of clients in the industry and has created a public forum for businesses in the space to interact.
Jahangiri also consults in the investment immigration industry and has been working as a professional in the real estate industry for over 15 years. He has been advising developers, regional centers and helping the EB-5 industry grow in many ways. He has spent a decade connecting industry folks with needed information and knowledge.
Jahangiri is actively involved with non-profits and he sits on the Loyola Law School Board of Overseers in Los Angeles. He also works on non-profit interests with Dental Care for Kids which helps children receive free dental care.
Vice President, Corporate Controller, and Chief Accounting Officer
Kristi Carlson currently serves as the Vice President, Corporate Controller and Chief Accounting Officer for Eb5 Investors. Kristi oversees the firm’s operational accounting, and leads the production of financial reports, maintains the accounting system, credit control, and manages cash flow for Eb5 Investors, Uglobal and Hotels Magazine.
As part of the corporate management and leadership team, Kristi develops and implements the firm’s financial strategic planning decisions. She is responsible for developing the annual budget and prepares financial forecasts, ensuring the fiscal welfare of the firm.
Kristi also works on various EB-5 business ventures and serves as the Project Controller, where she provides financial analysis and project reporting. Her involvement and financial expertise are two critical factors that ensure the firm’s high-quality work and project success.
Kristi holds a bachelor’s degree in business administration from Bellevue University.
Director at MedProperties
Mr. Foulger has 25 years of real estate experience, primarily in acquisitions and development.
For the past 20 years, he has held senior level positions with several companies. He is currently Senior Director of Acquisitions for MedProperties, a real estate private equity firm focused on healthcare real estate. Prior to joining MedProperties, Mr. Foulger was the Vice President of Finance & Business Development for Astoria Property Company, a real estate affiliate of NueHealth, a national surgical healthcare operator.
Prior to working at Astoria, Mr. Foulger founded Ameritex Investments, LLC an advisory firm that was active in healthcare real estate and other asset classes.
Prior to Ameritex, he was the Vice President of Acquisitions at Cottonwood Partners. Over his career, Mr. Foulger has been involved in transactions valued over $1B. Mr. Foulger holds a BS in Business Administration from Brigham Young University.

Debbie Klis brings substantial investment fund, securities and capital markets experience with a particular emphasis on private equity and advising investment firms and equity sponsors on all aspects of their business including the formation, marketing and management of investment products, the launching of new business lines, and strategic investments and transactions, as well as the related operational, legal and regulatory issues.
Debbie works with sponsors on SPAC (special purposes acquisition company) IPOs and related transactions in multiple capacities since 2008, including de-SPAC-ing transactions, exits to SPACs, formation of sponsor entities, sponsor entity private offerings and structuring investments into third-party sponsors.
Debbie’s extensive securities experience includes securities offerings, SEC reporting, and NASDAQ & NYSE listings and compliance. She also has experience with financial products, crowdfunding, domestic and international joint ventures, global equity offerings, where she represents placement agents, issuers, broker-dealers, public and private companies, investment banks, financial institutions, private funds, and investment advisers.
